I can do better than that!  I've got a machine with 2 GB physical RAM, 
Dom0 has 350MB assigned to it, and there are 14 DomUs running.

Small Dom0s don't seem to be much of a problem in practice, but make 
sure there is enough for the Linux distribution inside to run 
comfortably.  Most modern Linux distros are quite bloated and need a 
minimum of 128 MB to be really happy, even without X.
