Nack.

Why are you creating a new configure test for prctl? Just change
AC_CHECK_FUNCS(sigprocmask sigblock sigaction getpgrp)
to
AC_CHECK_FUNCS(sigprocmask sigblock sigaction getpgrp prctl)

The effect is identical. (It produces HAVE_PRCTL in config.h)
