In order to make it easier to maintain the SSSD bug tracker, I've
created a page on the SSSD wiki to describe the process for opening a
bug, fixing a bug, and resolving a bug.

The sections on opening a bug should be of interest to anyone working
with SSSD, the latter sections only to the engineers involved.

Questions and suggestions are most welcome. I intend to create a main
"Contributors" page for the SSSD and link this from there, once we're
agreed on its content. I will be doing something similar for the
translation process once that is decided on.
