Simo is exactly correct, this is the essential problem, you can't 
convert the timestamp to another locale which can be very valuable when 
an organization has sites in multiple locales.

Also, don't look to Windows for best practices. Windows has a long 
history of screwing up time/date calculations.

In the limited case of log timestamps I agree with Simo UTC + *numeric* 
displacement is fine. It's not adequate in other scenarios.
