If you want to still build on F18 you can simply do this:
yum install --releasever=19 krb5-devel

It will not drag in any large dependency set and will work just fine for clients as the ABI is compatible.

However older FreeIPA Server builds will stop to work as the KDC driver needs a rebuild as the 1.11 vtable has changed slightly.
