Almost everyone is developing in VMs these days.

The way IPA is installed, all components comprising a single master run
on the same host.

You can simply start by kicking off a VM based on Fedora 20 ISOs and
then either do 'yum install freeipa-server' in the VM or select FreeIPA
server target in graphical UI in anaconda installer.

Regarding development profile, look at BUILD.txt in freeipa git repo, it
has a recipe to install required development packages.
