the procedure is to use a temporary repl manager, ADD/DEL cn=replication 
manager.
Done in parallel you could have
A ADD cn=repl
B ADD cn=repl ==> err=68 ==> ??? don't know how the failure is handled
A DEL cn=repl
B try to use cn=repl, but it no longer exists
