[Freeipa-users] IPA CLI help - setting up expectations

Hello,

We tried to formulate some rules around the CLI and mostly about help
for the CLI for IPA v2.
IPA CLI infrastructure consists of different kinds of commands so we
thought it would be helpful to define what one should expect from those
commands and how to acquire help for those commands.
Here is the first pass at the problem.
