It is not an ipa issue.  It is a 389 issue.  If you are using the 
version in which the fix you referred to is in, then this is probably a 
new issue.  You can follow up to 389-users at lists.fedoraproject.org or 
just file a bug in bugzilla.redhat.com against product 389.
