In screenshot in step 4 you can see the 'Add and Edit' button.
It will bring you to page similar to:

On that page are two tabs "Settings" - that's where you are and "Sudo
Command Groups". Click on the later. Then you can see the "Add button".
Note that in previous versions (2.1.X) the add button was called enroll
button.
I think the rest is straightforward.
