IIRC a sudo system account user is pre-created you just need to set the
password:

$ ldappasswd -x -S -W -h ipaserver.ipadocs.org -ZZ -D "cn=Directory
Manager" uid=sudo,cn=sysaccounts,cn=etc,dc=example,dc=com
