We are supposed to be able to do this with /etc/sysconfig/desktop which 
is supposed to work for both gdm and ldm, but I haven't found an option 
that will do it successfully.

This is a bug in GNOME.  Thankfully it doesn't actually let the non-root 
user shutdown.
