Theoretically would be possible to do.  The hardest part would be 
getting the kernel module built in the chroot since you would need to 
install gcc and kernel-devel to do so.  It might also have unique 
challenges with permissions to devices as normally local apps have zero 
access to hardware device nodes.

You might want to talk to upstream ltsp-developer list for advice, 
because Virtual Box is entirely unsupported on Fedora.
