Use the dropbear ssh server. It is very light weight compared to the openssh server.

Of course, the features are limited and the security may well be suspect
but it is sufficient for a TC.
You can install it in the chroot with:
yum install dropbear

You will need to set the root password and host keys, just follow the
dropbearkey manpage.
