I didn't follow all of this thread but I thought I'd add two things...

The "Software Development" package is not installed by default because
you may not want kids compiling software on your application server.
Eric mentioned the option to select during install if you do need it in
his other post:

scribus does compile and run just fine on my K12LTSP box at home. I'm
running scribus version 0.7.3.
