For pretty good VT220 emulation, I just use good ole xterm. 
you can customize function keys with the .Xdefaults file

In my case, I needed the xterm to behave like an
old Texas Instruments TI928 (vt320 compatable) terminal,
so here is what I have in my .Xdefaults file:

xterm.vt100.translations: #override\n\
        Alt<Key>B:      set-vt-font(6)\n\
        Alt<Key>S:      set-vt-font(d)\n\
        <Key>F1: string(0x1b) string("[17~") \n\
        <Key>F2: string(0x1b) string("[18~") \n\

        <Key>F4: string(0x1b) string("[20~") \n\

        <Key>F7: string(0x1b) string("[24~") \n\
        <Key>F8: string(0x1b) string("[25~") \n\
        <Key>F9: string(0x1b) string("[26~") \n\
        <Key>F10: string(0x1b) string("[29~") \n\
        <Key>F11: string(0x1b) string("[29~") \n\
        <Key>F12: string(0x1b) string("[20~") \n\
        <Key>Home: string(0x1b) string("[H") \n\
        <Key>End: string(0x1b) string("_1") string(0x1b) string(0x5c) 
        <Key>Page_Up: string(0x1b) string("[S") \n\
        <Key>Page_Down: string(0x1b) string("[T") \n\
        Shift<Key>Tab: string(0x1b) string("[Z") \n\

The Alt-B and Alt-S keys are mapped to change the font size
to Big and Small.
And, the Btn4Down/Up stuff is so that the scroll wheel works on
my mouse for scrolling the screen back.
