i have tried the second suggestion (/sbin/chkconfig iptables off) but the network services remain set to high. re: first suggestion (/sbin/chkconfig <serivce name> on/off) what service would i be shutting off?

Eric gave you both specific and generic examples of using chkconfig to set services to be started (or not started) at boottime.

To immediately stop the firewall, try "/sbin/service iptables stop".

I think the GUI tool Eric referred to is "redhat-config-services". It combines "chkconfig" and "service" functionality, letting you start/stop services as well as set their default status after booting. Try it out.
