ummm --- signing key checking averts this scenario.  yum can
also just download and stage the RPMs, and stop.

Then a 'authorizing' process can run each candidate 
through a gamut of verifications.  A differently 
configured yum process, using another yum.conf file 
set to use the local files only 'URL' may then be started with  
a 'go ahead' to do the application.
