Do you notice anything in the logs /var/log/messages ?

try doing a tail -f /var/log/messages when you boot this terminal

You should be seeing something like this.

Oct 13 07:51:49 mercury dhcpd: DHCPDISCOVER from 00:10:dc:54:d4:37 via
eth1
Oct 13 07:51:50 mercury dhcpd: DHCPOFFER on 192.168.0.162 to
00:10:dc:54:d4:37 via eth1
Oct 13 07:51:51 mercury dhcpd: DHCPREQUEST for 192.168.0.162
(192.168.0.254) from 00:10:dc:54:d4:
Oct 13 07:51:51 mercury dhcpd: DHCPACK on 192.168.0.162 to
00:10:dc:54:d4:37 via eth1

Another thing you might want to try is setting the mac address in the
/etc/dhcpd.conf file and see if this makes a difference.
