That can't work.  Hard links are just different names (directory
entries) for the same inode.  The inode contains the owner, group,
and permission info as well as the pointers to the data blocks so
all hard links must have identical permissions.

You can do some tricky things by nesting directories with
different groups/group permissions but I'm not sure that
would work here.
