Doug -- I had this problem on a couple of my boxes, and NEVER figured 
out what the deal was.  I tried versions of perl, manually installing 
webmin, etc, etc, etc -- and NEVER got it to work.  I eventually 
formatted my drive, and installed WBEL in it's place.    Sorry to be so 
glum about the issue, but I tried for months to figure it out, and 
finished off the schoolyear last year handling accounts by the commandline.
