The startup order for services are determined by the order of the files in /etc/rc.d/rc5.d . (for run level 5) On my system, samba was S35samba, while cups was S90cups. I changed cups to S34cups.

But, there is an easier way to test. Stop both cups and samba, then restart cups, followed by samba.

e.g.
/etc/init.d/cups stop
/etc/init.d/smb stop
/etc/init.d/cups start
/etc/init.d/smb startt

This worked for me (after Windows updated its browse list).
