This was a small bug in beta17, it was fixed before the final release.

You can follow the instructions in the thread you listed:

	rpm --import http://k12linux.mesd.k12.or.us/k12ltsp.asc

and then install the k12ltsp-release package:

	yum install k12ltsp-release
