Ice itself loads up quickly as usual, but when compared w/ KDE, IceWM is taking much longer to load an application. And if I load an app, close it, and then re-open it, it still takes a long time (I thought it would have been in RAM and load much faster the 2nd time).

That's because most of the applications you mention (such as KPPP) are
part of KDE and use many of KDE's libraries. When you run KDE, all of
these libraries are loaded into RAM - making KDE bulkier with resources
and slower to initially load, but making KDE's applications (like KPPP)
start quicker inside it. There's really no way around it. If you have
to for some reason load a second copy of KPPP you would see that it
loaded as quick as you were used to.
