I don't have a 3.1.2 box at hand (and it's too late to put any effort
into manually extracting packages or read the CHANGELOGs ;-), but IIRC
usb is not turned on by default in 3.1.x. Take a look at lts.conf and
make sure that the "RCFILE_0? = usb" line is uncommented.

Most USB mice work in "ps/2 emulation" mode, but even then they tend
to work better in native USB mode.
