One thing to try is specifying in the /etc/dchpd.conf. , the mac and 
assign a WSxxx number
(host ws010 {
        hardware ethernet     00:60:08:3e:3a:34;
        fixed-address         192.168.0.010;
 and then setup the lts.conf file with the appropriate WSxxx number and 
this command:
[ws010]
    RCFILE_01 = floppyd

Mine just happens to be ws010
