[K12OSN] pop3/ftp...everything other than web

While we are on the subject of Pop3.  again it is not K12LTSP but there
must be a linux guru out there that can help.
 
I am having a bit of a problem with ftp, pop etc..   Here is the Setup
 
We have a Squid Proxy              192.168.0.3
 
We have a Router with 3 Nic Cards          192.168.0.2
 
172.18.18.222
                                                            10.0.0.2
 
The clients on the 192.168.0.x                work just fine when it
comes to squid and pinging internal clients.  The 172 and 10 networks
work fine with squid.  So our Routing is all good.  The problem is I can
get pop mail and I can FTP to sites on the net just fine on any client
on the 192 network but I CAN NOT get the pop or ftp on the 172 and 10
networks.  For reasons of compatibility with the mixed enviornment of
network operating systems we are running the Router on SUSE 9.0 and the
Squid Proxy is SUSE 9.1 (we just got the 9.1) All the Clients are
Windows 95, 98, 2000, XP and we have a handfull of Mac's.
 
It would be greatly appreciated if someone could help
