[K12OSN] file upload with php (squirrelmail and other)

Slowly cutting down the errors.  I updated to SM 1.4.3, it said file 
uploading wasn't enabled.

I checked and I SWEAR I checked before but it was turned off.

Chalk up the SquirrelMail problem to an id10t error.
