[K12OSN] banning windows clients from DHCP?

hi all, is there a way to keep Windows machines with DHCP enabled from
getting an IP/gateway/DNS on LTSP 3.1.2?

many of my clients are specified in lts.conf, but if someone plugs a
laptop into a port on ETH0, they get an IP and off they go. some of
these same problem children have a boot floppy/lts.conf config, so it
would not be good to block them by MAC.  i just would like to block them
if they popped out the boot floppy.
