[K12OSN] setting the default KDE menus

I have tried to set the default KDE menus ... to take off the graphics
intensive games, chromium - etc.

I am thinking along the line of  /var/lib/menu/kde

Is this the right place to make changes that will affect ALL users?  Are
these changes permanent?
Is there some way to give certain users all the menu items and then a
restricted set for others?
