[K12OSN] Windows 98 Username Length

I believe that Netbios has a 16 character limit.  However, the 16th character 
has a special meaning (e.g. a hex value that specifies a domain controller).  Do 
not use usernames longer than 15 characters if you want Win9x to work correctly. 
(password length is similarly restricted) This is actually a limitation in NT as 
well, and is probably related to the Netbios restriction.  This same issue 
arises with sharing printers or other resources (mapped drives) which use 
Netbios.
