[K12OSN] how to set up local apps?

Ok...nyone have a step by step on exactly what I need to do to enable
local appsin K12LTSP?  Do I need to set up NIS or is it already running? 
Or is it enough to simply identify the terminal in lts.conf.....can
someone point me in the right direction.  Is it as simple as setting local
apps = Y in lts.conf?
