There are a lot of people finding bugs and making improvements in
open source programs all the time and if you want to take advantage
of their work you should to the updates...

There are two sets of things happening: the base fedora release
gets security and bug fixes backported to the program versions
that came with the release, generally without adding new features
to minimize the risk of changes.  (Hence the rapid turnover in
base fedora releases to get out new features and reduce the work to
maintain the backports).  The other part is for the k12ltsp addons
which tend to be version updates to the various programs that happen
on Eric's schedule.
