[K12OSN] FTP access

Avoid FTP whenever possible. Clear text = security problems.

You can use ssh on the server (already enabled with k12ltsp) and forward 
port 22 through your firewall.

On the client, kids can use WinSCP on windows or Konqueror with fish:// 
on Linux.
