Not really PHP but I noticed that in Open Office you can have a button 
in a text file that will start the Font Internet Installer.

Look for a file called OOofont*.sxw (I forget the exact name) but when 
you load it you first you click on the language you want.  It then goes 
down to the matching bookmark in the document and there is a button that 
starts a program to update/download fonts from the Internet.
