[K12OSN] #$%@$Student hotmail not working

We don't allow students to use those types of email sites at our school 
system.

The reason is that the district is responsible for what they see and do on 
the internet provided by the district.  At any time, the parents are 
allowed to come and ask to see their children's emails and if they use the 
'free' ones, we can't give them that ability without legal action against 
the provider.  Unless the students give us their account information on 
those sites, we have no way to monitor.

We provide email for school use, during school hours, and they can be 
monitored if need be.

This allows us to be less likely to be sued by a parent whose child was 
doing something they shouldn't have been on school time.
