[K12OSN] Adding and removing users without being in root

[Brian Chase]

Log into root user in the graphical login, go to "Install Additional 
Software", then click on the icon to install Webmin, which runs a script 
to install the latest Webmin RPM.

Works great on FC1, and FC2.
