Is tftp running on the server and configured correctly?
Quick test - from the server itself or another box on the
'inside' net:
cd /tmp
tftp 192.168.0.14
get /lts/vmlinuz.ltsp

If the tftp server is running you should receive
the file (which you can delete, this was just to check
that the transfer worked).  If that works but the client
still doesn't, make sure you don't have firewall rules
blocking port 69 udp/tcp.
