It doesn't give control back to the user, but you can adjust the default 
volume in lst.conf.  If you have a small number of these macs, you can 
place settings in dhcp.conf assigning a hostname to a particular 
ethernet address and then add sections to lts.conf for those hostnames 
and set the volumes in there.  It won't allow the user to adjust the 
sound, but it will get it under control.

Of course, you could use powered external speakers with a volume control :)
