This looks like the right key to adapt.

Turn off user tracking

Administrative Template: System
Policy Node: USER
Policy Path: Administrative Templates\Start Menu and Taskbar

Supported On: At least Microsoft Windows 2000

Help/Explain Text: Disables user tracking. This setting prevents the
system from tracking the programs users run, the paths they navigate,
and the documents they open. The system uses this information to
customize Windows features, such as personalized menus. If you enable
this setting, the system does not track these user actions. The
system disables customized features that require user tracking
information, including personalized menus. Also, see the Turn off
personalized menus setting.

Registry Settings: HKLM\Software\Microsoft\Windows\CurrentVersion
\Policies\Explorer!NoInstrumentation

I'll test this puppy out to see if it works to script this.
