I am finally testing this, and it seems that I need to edit dhcpd.conf. 
  I'll confess that I have not just plugged in the two interfaces, but 
it seems that dhcpd has to know how to talk to both interfaces.

Is there more to configure than specifying the two separate network 
interfaces?
