Mickeysoft refers to this as 'user tracking.' Others have referred to it
as a form of spyware. Irregardless, it can be disabled by editing the
local security policy. 

To do this, go to an XP machine and run gpedit.msc. Then navigate
through User configuration / Adminstrative Templates / Start Menu and
Taskbar. In there you will see the item "Turn off user tracking." You
want to enable it.

Note that enabling the policy will not delete any existing desktop.ini
files. It merely prevents them from being created when a new profile is
generated.

Also note that this setting only applies to a single PC. You either have
to make the same change at every XP machine manually or from active
directory deploy a group policy object.
