[K12OSN] New package for testing: securex-ltsp

Wow.  Are you sure you want to include this just yet?  It was really
meant to spark a development effort in this direction.  It's surely not
ready for prime time, so just so all the K12LTSP'ers know, this is very
much for "poking at", not for use in production.

That being said, thanks Eric for including it.  Maybe with more eyes and
hands, we can develop it for production use.
