[K12OSN] User Directories Not Protected after Webmin Import?

When I have created users with User Manager, the directories for the
users are protected.  However, we used Webmin to import users at a
school with 130 users, but the student directories are accessible to
anyone.

I don't see any settings to change this.  Am I missing something obvious?
