Is it possible to create a user with extra-low permissions on an already-existing system?

I need to add a user and I want this person to have read-write access to his home directory (obviously), read-only access to one particular mount point, and no access to anything else.  

The purpose for this is to allow this one particular user to log in remotely and copy files from one particular mount point.  Hmm, almost seems like what I want is an FTP server.  But I'm open to anybody's suggestions on this one.
