there is no rest of 169.254.x.x, the computer will try and assign itself
in the 169.254.0.0/16 range. I think the computer will attempt to
determine if a specific 3 octet is used, then assign an IP in that
range. ie, if the first computer self assigns 169.254.5.23 , then the
second one would self assign something in 169.254.5.0/24. Hmm, just
thinking, I don't recall if the netmask on a self assigned is
255.255.255.0, or 255.255.0.0.
RFC 3330 lists special use IPV4 addresses.
