I missed the original post so I apologize if you've already considered
and dismissed the following ideas:

1. Configure the browsers to block images or
2. (Don't know if it's feasible or not but...) Configure your server to
filter out any images, either totally or selectively - i.e. no .jpg
or .gif larger than a certain size.
