[K12OSN] Email notifications on quota limits

This has to be a simple thing to do so here it goes. Does anyone know
how or currently have a script or something that could be set in certain
increments (daily, hourly, etc) to do a quota check, determine all users
that are say over 90% of their quota, and then email a canned message to
both the users in question and to the system administrator?
I thought of writing a script that say ran quota check, did a grep of
the output, performed the math to calculate a percentage of usage, then
executed a if statement that said if usage over 90% then perform the
email steps else do nothing, then took a user variable or something and
generated a email to all users exceeding their limit with text pulled
from a certain file. But then thought, someone has to have done this
already, and I don't know how to script :-)
