I stumbled across something called warnquota.  From man warnquota I see
it uses the following files:

 aquota.user
 quota.user
 /etc/warnquota.conf
 /etc/quotatab
 /etc/mtab
 /etc/passwd

I'll try playing around with this and see if it will do what I want.
