[K12OSN] Apache userdir not working

It works for me by following the directions in httpd.conf
to comment the 'UserDir disable' and uncomment 'UserDir
public_html' and restarting httpd.  I think there is still
some filesystem permission issue based on the error log
entry.  Does it still give the same error?
